FILE I-600A FORM TO USCIS (Immigration Services):

File I-600A form to USCIS.

  • The I-600A , Application for Advancing Processing of Orphan Petition, is the first contact you will have with the USCIS.
  • Send your completed application by traceable means (through the U.S. post office via certified mail with return receipt requested and delivery confirmation, or via UPS or Fed Ex).
  • Get the I-600A completed as quickly as you possibly can. If there are no problems, the USCIS takes an average of 60-90 days to process this application.
  • To speed up this process you can submit the I-600A form without your Home Study (if your Home Study is not completed yet). Include a cover sheet with your name, address, phone number, dates of birth and social securities numbers. In this cover sheet you need mention that Home Study report will follow.
  • Married couples (and single adopters) must submit proof that:
    at least one applicant is a U.S. citizen;
  • at least one partner is 25 years of age or older;
  • proof of their marriage;
  • documentation of termination (through divorce or death) of any prior marriage(s).
    USCIS will then determine if you can properly care for an adopted child. Here are the documents you will need to send in along with the I-600A application:
  • Two sets of fingerprints from each prospective adoptive parent and any adults over age 18 living in the household. Use form FD-258 for your fingerprints.
  • Proof that the Prospective Petitioner is a US citizen. A birth certificate, naturalization certificate, or valid US passport will do the job. It's okay to send photocopies.
  • Marriage certificate.
  • Divorce decree or death certificate if previously married.
  • Certified check (plus fingerprinting fees for each adult over 18 living in the household), payable to U.S. Citizenship and Immigration Services.
    Remember: never mail original legal documents to the USCIS! These documents will be gone forever if the USCIS loses them. Instead, sign and include with your I-600A the USCIS form stating that the photocopies of the documents are true and unaltered. (Contact your regional USCIS office for a copy of this form.)

OBTAIN A HOME STUDY:

A Home Study is required for all international adoptions and is valid for one year from the date it is approved. (If a year passes and you have not completed your adoption, your Home Study must be updated.)

  • Basically, a homestudy involves assessment and education. The social worker, on behalf of the adoption agency, wants to make sure of two things:
    you are suited to be an adoptive parent, and
  • you have an appropriate place to raise a child.
    The homestudy lets the adoption agency get to know you while you learn more about the adoption process. The entire homestudy process can take anywhere from 3 to 8 weeks, depending on how quickly the meetings with your social worker can be arranged and how quickly you can gather all the necessary information.

During a homestudy, you will meet with your social worker several times. A homestudy usually includes separate interviews for you and your spouse in the social worker's office. At least one meeting with the social worker happens in your home - the dreaded home visit. The home visit gives the social worker a chance to see where your child will be living. (It's important to remember that everyone living in your home will be interviewed for your home study.)

Other basic ingredients of a homestudy include:

  • Family financial history;
  • Criminal background check;
  • Complete physical exam;
  • Written references.

Your social worker will explore the following topics during your discussions:

  • The family background of you and your spouse;
  • Your approach to parenting and discipline;
  • Marital and other relationships;
  • Any divorces in your past;
  • Infertility (if applicable); and
  • Type of child/children you wish to adopt and why.

Below are lists of the documents you will need to gather so your social worker can complete your homestudy.

  • Certified copies of birth certificates for you, your spouse, and any children already living in your home;
  • Certified copies of adoption decrees for any adopted children already living in your home;
  • Certified copies of your marriage certificate;

  • Certified copies of any divorce decrees for you and/or your spouse.
